Protocol on Member/Officer Relations
The relationship between Members and Officers is important to the successful working of the Authority. It should be characterised by mutual respect and trust.
A protocol has been brought in which supports this relationship, by setting out roles and expectations. It also gives guidance on what to do on the rare occasions when things go wrong.
Police Authority Members and Officers are engaged in a public service, and directly or indirectly, are accountable to the public of South Wales for the way they do this. Their roles and responsibilities are interdependent but distinct:

Officers are employed by, and the responsible to, the Authority. Their job is to give advice to Members and the Authority, and to implement decisions and policies.
