The South Wales Police Authority (the Authority) recognises that Training and Development of Management and Staff are major priorities.
The aims of training are to ensure that all employees are given the necessary help to develop the knowledge, skills and attitude that they require to carry out their jobs efficiently, and to provide every opportunity for career development. The Authority trains to satisfy identified organisational requirements and to fulfil the needs of the individual.
The specific commitments of the Authority's training policy are as follows:-
1. Induction training will be given to all new employees, to familiarise them with the Authority and to illustrate their place within it.
2. During the early weeks of employment, all employees will receive thorough training in the basic skills of their job, including off-the-job instruction where relevant.
3. Training will be provided on a regular basis to reinforce and update an understanding of the Authority's objectives, policies and procedures.
4. Where practicable to encourage job satisfaction and maintain efficiency, all employees will be trained in a variety of skills to achieve flexibility.
5. All employees will be trained in Health and Safety for the protection of the individual to meet the needs of the Authority and legal requirements.
6. Appropriate job related further education is considered an important element of career development and employees will be encouraged to make full use of external facilities.
7. Regular Performance Development Reviews will be conducted at least once a year, in order to assess performance and potential, and to identify training needs. Each such review will involve a face-to-face interview and discussion.
8. Job succession planning will be carried out and appropriate training given to develop potential.
9. Training records and individual portfolios will be maintained, to indicate the achievement of objectives and to assist in the identification of further training needs.
10. To achieve and maintain Investors in People status.
Finally it is recognised that the responsibility for training and development lies with the Authority and its Chief Executive, and adequate resources and facilities must be provided to ensure that the commitments described above can be met.
