South Wales Police Authority

Protective Services Policy

Protective Services Policy

Protective Services is defined by Her Majesty’s Inspectorate of Constabulary (HMIC) and the National Police Improvement Agency (NPIA) as:

  • Counter terrorism
  • Domestic extremism
  • Serious and organised crime, including cross-border crime
  • Civil contingencies
  • Critical incident management
  • Major crime
  • Public order
  • Strategic roads policing
  • Protecting Vulnerable People (Public Protection)
  • Firearms

The Police Authority has a duty to monitor and scrutinise the Force in the area of Protective Services, which is also sometimes referred to as ‘Level 2 Policing’.

The aims of this policy include:

  • Establishing the accountability arrangements for Protective Services at local and regional levels.
  • Identifying the appropriate minimum standards within each policing area, and how each is to be monitored and measured.
  • Identifying the structure through which the Force will report to the Authority and to the Police Authorities of Wales (PAW), and the relevant timetable.
  • Evidencing the Authority’s governance and scrutiny over the Force in the policing areas defined within the policy
