Standing Orders Relating to Contracts
Contract Standing Orders are an essential part of the procedures for ensuring that contracts are let in a way which:

maintains the highest standards of propriety

complies with the Authority's policies
There must be sufficient competition to ensure that prices paid to contractors are not excessive and there must be checks and balances to guard against impropriety in the letting of public contracts.
Similarly there must be procedures for ensuring that the legal basis of contracts is sound but at the same time the requirement promote efficiency.
This scheme of Contract Standing Orders provides the framework within which these various objectives can be achieved.
