The purpose of this scrutiny was to review the effectiveness of the current Partnerships and Communities Together (PACT) process.
 
The scope of this will include:
  • The governance of PACT meetings
  • The organisation, frequency and management of PACT meetings
  • How PACT meetings are advertised within the local community
  • Membership of PACT meetings – to include the frequency of partner agencies attending
  • PACT performance
  • The links between the Force and partner agencies to resolve local issues
  • Alternatives to the PACT process which could offer better service delivery to local communities
  • What training programmes available for managing PACT meetings and how are they monitored
