Composition

 
1. The Committee will consist of five Members. Two are to be Police Authority nominees. The three other Members are to be independent representatives appointed by the Police Authority following public advertisement.
 

Chairship

 
2. The Committee will appoint one of the independent representatives as its Chair and in the event of his/her absence the meeting will be chaired by another independent representative as elected by the Committee.
 
3. The presiding Chair shall, in the event of an equal division of votes, have a second or casting vote.
 

Quorum

 
4. Subject to Paragraph 5, a meeting of the Standards Committee shall not be quorate unless at least three Members (including at least one independent representative) are present for its duration.
 
5. Where at least one independent representative would have been present for the duration of the meeting but for the fact that he/she was prevented or restricted from participating in any business of the Authority by virtue of its Code of Conduct, the requirements in Paragraph 4 for the quorum to include at least one independent representative shall not apply.
 

Terms of Reference

 
6. To advise the Authority on the adoption of a local code which sets out the standards of conduct expected from Members.
 
7. To help promote and maintain high standards of conduct within the Authority through assistance, advice and training.
 
8. To monitor the operation of the local code and to investigate and determine any complaints that may be referred to it under statutory provisions.
 
9. To inspect and monitor the Authority’s public registers in respect of:
(a) The Register of Members Interests
(b) The Register of Gifts and Hospitality for Members and Officers
(c) The Register of Declarations of Interests by Members
 
10. To inspect the Force registers for recording Gifts and Hospitality of Chief Officers and to receive an annual report form the Deputy Chief Constable on the outcome of his/her inspection of the Divisional and Departmental Gifts and Hospitality Registers.
 
11. To liase with and act upon any instructions or directions that may be issued to it by the Standards Board for England or the Public Services Ombudsman in Wales.
 
12. To act upon any requests that may be referred to it by the Police Authority.
 
13. To grant dispensation to Police Authority Members from requirements relating to interests set out in the Code of Conduct, as appropriate.
 
14. To receive and consider reports from the Chair of the Police Authority and Chief Executive on annual appraisals of Members performance.
