Terms of reference

 
1. To act as an advisory body for the Chair and Vice Chair of the Authority and the Authority’s Chief Officers.
 
2. To arrange and monitor the Governance arrangements for the Police Authority.
 
3. To monitor adherence to the Code of Corporate Governance and assist in the development of Annual Governance Statement.
 
4. To receive reports from the Treasurer and the Chief Executive, on the efficiency and effectiveness of internal control processes.
 
5. To prepare for assessment of the Police Authority and manage its continuous improvements.
 
6. To take an overview of the Police Authority Risk Register, deal with emerging risk and embed risk management.
 
7. To take an overview of the action plans of the committees of the Police Authority.
 
8. To deal with certain matters as delegated from time to time by the Police Authority
 
9. To undertaken annual Personal Development Reviews (PDRs) of the Chief Executive and Treasurer.
 

Delegated Powers

 
1. To approve the setting up of Task and Finish groups, including terms of reference and timescale
 
2. To approve the setting of any Standing Working Groups including terms of reference.
 
3. To take urgent decisions on any matter when time does not allow for it to be considered by either the full Authority or a Committee.
 
Any decision taken under the above delegated power will be communicated to all members within two working days. If a minimum of three Members are not happy with any decision they can, within five working days, ask the Chief Executive for the decision to be ‘called in’. The Chief Executive will advise all Members of the ‘call in’ and whether the matter is to be considered by the full Authority or a Committee.
 
The Police Authority can determine any call in matter referred to it. In relation to call in matters referred to a Committee, the Committee will automatically have delegated powers to determine the matter.
 
All members of the Authority will be able to refer any matters to the Chairs Advisory Board for consideration.
